Impact & Performance Measurement

Build credible measurement systems that clarify whether strategies, programmes, leaders and governance bodies are producing the outcomes they are meant to deliver.

Research analytics and governance discussion for impact and performance measurement

Measurement should do more than populate dashboards. GACG helps organisations define what good performance means, connect activity to outcomes, select defensible indicators, gather reliable evidence and interpret results at the level where decisions are made. Proprietary GACG frameworks may be used within selected evaluations where appropriate.

Signature Framework

A decision-ready measurement architecture

Strong measurement connects purpose, evidence and governance. Each layer should make it clearer what is being assessed, why it matters and what action should follow.

01

Purpose & Outcomes

Strategy, intended outcomes, theory of change, stakeholder value and the decisions the evidence must support.

02

Measures & Standards

KPIs, outcome indicators, behavioural anchors, validated scales, definitions, thresholds and comparison rules.

03

Data Architecture

Sources, collection methods, timing, ownership, quality controls, confidentiality and access.

04

Analysis & Evaluation

Baselines, trends, drivers, subgroup comparisons, mixed methods, psychometrics and interpretation.

05

Governance & Improvement

Board and management reporting, accountability, review cadence, action planning and refinement of policies or structures.

The GACG approach to measurement

GACG combines applied research design, advanced analytics, psychometrics and organisational psychology. This helps avoid common measurement failures: vanity metrics, weak constructs, incomparable groups, ambiguous rating criteria, excessive survey burden and dashboards that do not answer a real decision question.

Frameworks can be multilevel. A project may need programme outcomes and social-impact indicators; a people function may need team and manager measures; a leadership team may need clearer performance criteria; a board may need a structured review of composition, conduct, oversight and strategic contribution. Where workplace wellbeing is in scope, GACG can apply a context-specific measurement approach rather than a fixed survey suite.

Measurement is not treated as the end point. Findings are linked back to policy, governance, capability, organisational structure, workflow and resource decisions so that evaluation becomes a mechanism for improvement rather than a reporting ritual.

Related GACG Frameworks

Proprietary GACG frameworks where appropriate

Selected engagements may draw on named GACG frameworks. Public descriptions are intentionally limited to purpose and fit.

Detailed methodology and engagement-specific specifications remain confidential.

Regional Delivery

Relevant to Singapore organisations and regional programmes

GACG supports Singapore-based organisations and selected work across Malaysia, Indonesia and international contexts. Measurement frameworks are adapted to stakeholder expectations, governance requirements, programme maturity, language and the practical availability of reliable data.

How engagements typically begin

We begin with a confidential scoping discussion to clarify the organisational decision, desired outcomes, stakeholders, existing evidence, operational constraints and the level of support required. Where appropriate, a proprietary GACG framework may inform the engagement; detailed methods remain confidential. The resulting scope may be a focused review, a wider advisory engagement, a measurement project, a capability pathway or a phased combination.
