People Systems & Organisational Design

Design coherent people structures, workflows, feedback systems and digital requirements that make good people management easier to execute, govern and improve.

People analytics and organisational design discussion supported by workforce data and system architecture

Organisational problems often sit between boxes on an organisation chart: unclear decision rights, fragmented handoffs, duplicated feedback channels, unowned cases, survey fatigue, weak data logic, or software that does not reflect how people actually work. GACG designs the people-management architecture behind these systems, connecting structure, process, feedback, measurement and technology. Proprietary GACG diagnostic frameworks may be applied within selected engagements where appropriate.

Signature Framework

Five layers of people-system architecture

A people system becomes coherent when its governance, structure, workflows, listening logic and technology are designed as one operating system rather than as separate initiatives.

01

Strategy & Governance

Purpose, decision rights, accountability, service principles, risk ownership and standards.

02

Structure & Roles

Reporting relationships, spans, role clarity, interfaces, ownership and cross-functional dependencies.

03

Workflows & Service Logic

Handoffs, intake, case or ticket routing, escalation, service levels, closure and learning loops.

04

Listening & Measurement

Survey architecture, lifecycle feedback, psychometrics, confidentiality thresholds, aggregation and action planning.

05

Data & Technology

Data models, role-based access, encryption, audit trails, dashboards, integration requirements and lightweight tools.

The GACG approach to people systems

GACG combines organisational psychology, doctoral-level expertise in human processes, psychometric reasoning, advanced analytics and systems design. This makes it possible to address both the formal architecture of work and the behavioural realities that determine whether a system is trusted and used.

We can design survey and feedback logic for individual, ticketed matters as well as cross-departmental and cross-functional themes. This includes deciding what should be confidential, how data should be aggregated, who can access which information, when issues should escalate, and how insights should return to decision-makers without compromising trust.

Where technology is involved, GACG can translate the people and measurement logic into requirements that software engineers can implement, or develop selected lightweight platforms and prototypes where appropriate. Requirements can incorporate Singapore PDPA considerations and privacy-aware controls such as data minimisation, role-based access, encryption and auditability.

What organisations can engage us for

  • Organisational or people-system diagnostic
  • Organisational structure, role architecture and decision-rights review
  • HR or People operating-model design and service-delivery architecture
  • Cross-departmental workflows, handoffs, escalation and accountability design
  • Employee listening strategy, survey programmes and feedback-channel architecture
  • Psychometric measure selection, adaptation, survey logic and analytical design
  • Individual case or ticketing workflows linked to organisational learning
  • People-data models, dashboards, confidentiality rules and reporting logic
  • Privacy-aware platform requirements, technical briefs, prototypes or lightweight internal tools

Common situations we support

  • People processes have grown organically and now feel fragmented, duplicated or difficult to govern
  • Current priorities, existing policies and day-to-day operating reality are no longer aligned
  • An annual survey produces scores, but not a trusted listening system or clear action loop
  • Feedback moves through informal channels and important themes are lost across departments
  • Roles, reporting lines, handoffs or decision rights are unclear after growth or restructuring
  • The organisation is buying or building HR technology and needs the operating logic defined first
  • Leaders need useful segmentation and analytics without compromising confidentiality or data protection

Typical deliverables

  • Organisational diagnostic and prioritised improvement map
  • Target people operating model, organisational structure or role map
  • Decision-rights, accountability and cross-functional interface framework
  • End-to-end workflow, service blueprint or case-management logic
  • Employee-listening architecture, survey instrument and measurement plan
  • Data dictionary, access model, confidentiality rules and reporting specification
  • Technical requirements brief, vendor brief or functional prototype where scoped
  • Implementation roadmap, governance model and change-support plan

Selected engagements may draw on GACG IASi. Public information is intentionally limited to its purpose and fit.

Regional Delivery

Designed from Singapore for regional operating realities

Engagements can support Singapore-based organisations and selected regional operations in Malaysia, Indonesia and beyond. Cross-border work is scoped around the organisation’s actual legal, cultural, language and data-governance requirements rather than treated as a copy-and-paste rollout.

How engagements typically begin

We begin with a confidential scoping discussion to clarify the organisational decision, desired outcomes, stakeholders, existing evidence, operational constraints and the level of support required. Where appropriate, a proprietary GACG framework may inform the engagement; detailed methods remain confidential. The resulting scope may be a focused review, a wider advisory engagement, a measurement project, a capability pathway or a phased combination.
